Based on the results of opinion polls, about two-thirds of Japanese people do not support the implementation of the casino policy of Japan’s Prime Minister despite the willingness of many other Japanese people and local governments.   

The head of Yokohama Transport Association, Hiroyuki Minakami, does not support the plans of casino expansions in Japan. The Yokohama Transport Association represents the Yamashita Pier’s dockers whose warehouses will be destroyed in the upcoming construction of a major casino resort project on the site. 

Following the issue regarding former ruling Liberal Democratic Party and legislator Tsukasa Akimoto’s bribing incident, Minakami stated that the entire process of the planned development of casino resorts in Yokohama was questionable from the start. Minakami is referring to the situation regarding Prime Minister Abe’s plan of expanding the gambling industry in Japan to attract more people to visit the country.

It was reported that Tsukasa Akimoto allegedly took 7.6 million Yen in bribes from a Chinese company that had been meaning to get a license that approves the construction of IR in Hokkaido. 

According to the results of opinion polls, there are about two-thirds of Japanese people against IRs. The percentage rate rises to about 80% in the Yokohama residents alone.             

On another result of a survey, only three locations in Japan have shown interest regarding IRs in Japan. These places are Osaka, Wakayama and Nagasaki. The survey was conducted in all the eligible places for an IR which are 47 prefectures and 20 major cities.

Only three licenses will be allowed and local governments are required to issue a statement as to how the IR will operate and which casino operators will operate in accordance with the early issuance of IRs.
